Paul is an established practitioner at every level of Pennsylvania state and federal court systems. Paul is an active member of the Pennsylvania bar, as well as the bars of the United States District Court for the Eastern District of Pennsylvania, the United States Court of Appeals for the Third Circuit and the United States Supreme Court. After obtaining his J.D., Paul served a two-year clerkship with the Honorable Renee Cohn Jubelirer of the Commonwealth Court of Pennsylvania. Paul has extensive experience in areas such as Appellate Practice, Real Estate Law, Municipal Law, Administrative Law, Landlord-Tenant Law, Construction Litigation, Commercial Litigation, Tax Sales and Condominium/Planned Communities Development and Litigation
Background
Prior to founding Orphanides & Toner, LLP, Paul practiced with the Law Offices of Vincent B. Mancini & Associates, where his advocacy led to multiple published, appellate level decisions, including published decisions premised on Pennsylvania's Local Tax Enabling Act, Pennsylvania's Religious Freedoms Protection Act, and Pennsylvania's Eminent Domain Code. Its founder is widely recognized as one of the leading land use practitioners in the Commonwealth of Pennsylvania. Paul practiced with former Commonwealth Court President Judge Joseph T. Doyle (until his passing in 2013) at the Law Offices of Vincent B. Mancini & Associates.
Education
Paul is a proud alumnus of the Penn State—Dickinson School of Law. Among his distinctions, Paul was selected as a Senior Editor on the Penn State Law Review; a trial competition team member on the ATLA Trial Court Team; and an associate editor and contributor to the World Arbitration and Mediation Report. He graduated from Saint Joseph’s University, where he double majored in history and International Relations, and minored in political science.
Personal
Paul resides in the Fairmount neighborhood of Philadelphia with his wife Suzanne and their three children, Marguerite, Andrew and Colin. Among his community involvement, Paul previously served as Chairman of the South of South Neighborhood Association (SOSNA) and was Chairman of the SOSNA Zoning Committee.
