Prominent Municipal Law Attorney, Andrew Ross, Joins Orphanides & Toner, LLP

Orphanides & Toner, LLP, is pleased to announce that prominent municipal law attorney, Andrew Ross, has joined the firm.  Andy has decades of experience navigating Philadelphia city government and counseling city agencies, including the Philadelphia City Planning Commission, the Philadelphia Historical Commission and the Department of Licenses & Inspections.  During his fifteen years with the city's Law Department, Andy also served as Chief City Solicitor for the Code Enforcement Unit.  In that role, he acted as the primary zoning attorney for the city administration and represented the Historical Commission and members of City Council.

Firm's Successful Representation Leads to Published Appellate Court Decision

Attorneys Paul J. Toner and Michael McIlhinney's successful representation leads to the Commonwealth Court publishing Azoulay v. Philadelphia Zoning Bd. of Adjustment, 194 A.3d 241 (Pa.Cmwlth.2018). In that case, Commonwealth Court upheld a decision of the Zoning Board of Adjustment concluding that the Planning Commission erred when it approved the plans for construction of a single family home based on its determination that the proposed development was not impervious because it included green elements, such as a green roof and porous paving.
