On December 2nd, Paul joined a distinguished panel on the current status of Act 135 at the Pennsylvania's Housing Alliance's 2021 conference--Homes Within Reach. The panel included Raymond Baum, a leading Act 135 practitioner from Clark Hill, Kendall Pelling, Executive Director of Rising Tide Partners, and the Honorable Ann Butchart of the Philadelphia Court of Common Pleas.

Andy has decades of experience navigating Philadelphia city government and counseling city agencies, including the Philadelphia City Planning Commission, the Philadelphia Historical Commission and the Department of Licenses & Inspections. During his fifteen years with the city's Law Department, Andy also served as Chief City Solicitor for the Code Enforcement Unit. In that role, he acted as the primary zoning attorney for the city administration and represented the Historical Commission and members of City Council.
